[ie/youtube] Adjust OAuth refresh token handling (#11414)

Removes support for using '' as an empty password in netrc, e.g.:
machine youtube login oauth password ''

Double-quotes ("") are valid and must be used instead, e.g.:
machine youtube login oauth password ""
